Climate Change Adaptation Needs a Bold Innovation Leap – Here’s How the Adaptation Fund is Leading the Charge

Since its inception in 2010, the Adaptation Fund has emerged as a global leader in the fight against climate change, committing over USD 1.5 billion to projects that build resilience in vulnerable communities. With more than 217 locally-driven initiatives benefiting over 50 million people, the Fund has not only provided financial support but has also pioneered innovative approaches like Direct Access and Locally Led Adaptation. But here's where it gets controversial: as the Fund prepares for its next strategic phase, it’s asking a critical question – how can innovation be systematically integrated to amplify its impact? Is the traditional approach to adaptation finance enough, or do we need a radical shift in how we fund and scale innovative solutions?

The Fund’s Innovation Facility, established under its innovation pillar, has already made strides by offering grants across three funding windows, encouraging experimentation and risk-taking. However, under the Medium-Term Strategy II (2023–2027), the focus has sharpened to not just encourage innovation but to replicate and scale successful models, strengthen capacities, and generate evidence for adaptive management. As the Fund looks ahead to Medium-Term Strategy III (2027–2031), it aims to develop an Innovation Directions document that will serve as a compass for its future engagement in climate adaptation innovation. And this is the part most people miss: this document isn’t just about internal strategy; it’s about redefining the Fund’s role in the global adaptation innovation ecosystem.

Objectives of the Assignment

The primary goal is to craft a comprehensive Innovation Directions document that will guide the Adaptation Fund’s future in climate adaptation innovation. Specifically, it will:

  1. Map the Global Landscape: Analyze the global innovation and adaptation finance landscape to identify strategic positioning options for the Fund.
  2. Leverage Strengths: Define how the Fund can use its unique strengths and comparative advantages to finance innovation effectively.
  3. Identify Priorities: Pinpoint priority areas and emerging opportunities for innovation in climate change adaptation.
  4. Provide Actionable Recommendations: Offer practical steps for integrating innovation into Medium-Term Strategy III.
  5. Ensure Alignment: Align with global best practices, adaptation priorities, and the Fund’s overarching mission.

Scope of Work

The consultant will lead this assignment through the following activities:

  • Desk Research: Conduct in-depth research on global trends, practices, and gaps in adaptation innovation and finance.
  • Stakeholder Engagement: Design and administer a stakeholder survey, and conduct interviews with Adaptation Fund staff, implementing entities, partners, and external experts.
  • Analysis and Drafting: Analyze findings to identify comparative advantages, positioning options, and strategic priorities, then draft the Innovation Directions document.
  • Refinement: Revise and finalize the document based on structured stakeholder feedback.

Approach and Methodology

The consultant will employ a systematic, analytical, and participatory approach, including:

  • Comprehensive Desk Research: Identifying global best practices and lessons in adaptation innovation.
  • Inclusive Stakeholder Consultations: Capturing diverse perspectives and expertise.
  • Evidence-Based Drafting: Developing a draft document grounded in evidence and consultation findings.
  • Iterative Refinement: Incorporating feedback from the Adaptation Fund and key stakeholders.
  • Clear Articulation: Clearly defining the Fund’s current and potential role within the broader adaptation innovation value chain.

Key Deliverables

  1. Stakeholder Viewpoints Summary: A concise report synthesizing survey and interview findings, key insights, challenges, and recommendations.
  2. Draft Innovation Directions Document: A structured draft outlining innovation priorities, strategic positioning, and proposed approaches.
  3. Final Innovation Directions Document: A refined and comprehensive document incorporating stakeholder and Fund feedback.

Required Expertise

The ideal candidate will have:

  • A minimum of 12 years of professional experience in climate change adaptation and innovation.
  • Demonstrated expertise in innovative financing instruments for adaptation projects.
  • Strong analytical and strategic thinking capabilities.
  • Proven ability to engage diverse stakeholders and synthesize complex technical and policy information.
  • Excellent written and verbal communication skills in English.

Timeline

The consultancy will run from February to June 2026, with key milestones:

  • February 2026: Assignment commencement.
  • March 2026: Submission of stakeholder viewpoints summary.
  • May 2026: Submission of draft Innovation Directions document.
  • June 2026: Submission of final Innovation Directions document.

Roles and Responsibilities

  • Consultant: Conduct research, stakeholder consultations, draft and finalize deliverables, and maintain regular communication with the Adaptation Fund.
  • Adaptation Fund: Provide strategic guidance and feedback, facilitate stakeholder engagement, and ensure access to relevant documentation and resources.

Reporting and Communication

The consultant will report to the Lead for Programming and Innovation at the Adaptation Fund, providing regular progress updates via email, virtual meetings, and consultations.
